The EDM Council renamed itself the EDM Association in 2025, the same year it released DCAM v3. A summary written before July 2025 describes a structure that has since changed. The full framework is for members only, so what follows is built from what the EDM Association publishes openly: the v3.1 component titles in its 2026 benchmark report, the six-point scale and the v3 changes.

Key takeaways

DCAM was first published in 2014; v2 followed in May 2019 and v3 in July 2025, according to the EDM Association’s DCAM v3 webinar deck (September 2025). A v3.1 update came after.

DCAM v3 has eight core components, 34 capabilities and 101 sub-capabilities, according to the EDM Association’s DCAM page (read November 2026).

DCAM scores each capability from 1 (Not Initiated) to 6 (Enhanced), and the minimum goal is 5 (Achieved), according to the EDM Association’s 2026 Global Data Management Benchmark Report.

The full framework is available only to member firms; DCAM Authorized Partners may use it in client assessments (EDM Association DCAM page).

In the 2026 benchmark (over 435 organizations, more than 50 countries), most organizations scored in the Developmental or Defined range across nearly all components.

Updated November 2026

What is the DCAM framework?

DCAM is a capability model. Where DAMA-DMBOK describes the knowledge areas of data management, DCAM asks a sharper set of questions about the program that delivers them: is there a strategy, is it funded, is anyone executing it, and can you prove it is under control? Each component holds capabilities, and each capability breaks into sub-capabilities with the evidence an assessor expects.

It comes from the EDM Council (now the EDM Association), a not-for-profit trade association. The name changed in 2025 when it agreed to acquire the Object Management Group, a technology standards consortium; the acquisition completed in October 2025. You will see both names for a while; the DCAM trademark is still registered to EDM Council Inc.

On its own, “dcam” mostly returns unrelated results, from animated films to a Massachusetts state agency, so add “framework” or “EDM” when you search.

Who uses DCAM, and why?

DCAM’s roots are in financial services. The EDM Association’s benchmark survey was dominated by finance when it started in 2015; by 2026, 57% of respondents came from outside financial services. Financial institutions still score higher on most components, which the report puts down to regulatory pressure and formal governance expectations.

People pick DCAM for practical reasons. A chief data officer has to defend a multi-year budget, or a regulator asks how a bank knows its risk reports rest on governed data. DCAM’s scores are meant to stand up to someone who asks “show me.”

What are DCAM’s eight components?

DCAM v3 has eight components, as v2 did from October 2020, when Analytics Management was added, but they are not the same eight. The table uses the v3.1 titles as the EDM Association’s 2026 benchmark report prints them, with where each came from in v2. The framework book is member material and may word them slightly differently, and some third-party summaries list other names again, so check any list against the EDM Association’s own publications.

#

v3.1 component (as titled in the 2026 benchmark report)

Where it came from in v2

What it covers, in our words

1

Data Strategy, Data Management Strategy & Business Case

Data Management Strategy & Business Case

Why the organization manages data, what it expects back, and whether executives have agreed to it. v3.1 more clearly differentiates the data strategy from the data management strategy.

2

Data Management Program & Funding

Data Management Program & Funding

Whether the strategy has become a lasting program with a roadmap, people and a funding model. v3.1 adds change enablement and communications.

3

Architecture: Business, Data & Technology

Two v2 components, Business & Data Architecture and Data & Technology Architecture, merged

Whether critical data elements and data domains are defined, and whether platforms and authoritative sources support them.

4

Business Data Knowledge

New in v3

Shared definitions: the business glossary, metadata management and data education.

5

Data Quality Management

Data Quality Management

Setting quality expectations, measuring against them and fixing issues through a repeatable process with owners.

6

Governance: Data & Data Management Program

Data Governance

Whether policies, standards, roles and forums exist, and whether they are followed across the business.

7

Data Management Operations, Risk & Controls

Data Control Environment

Whether data is controlled end to end, from lineage to tested controls, with data risk managed. v3 adds data management operations here.

8

Analytics Management

Analytics Management (added in October 2020)

An inventory of models and key reports, with owners, reviews and governed data underneath.

DCAM components in v3.1 and v2. Titles from the EDM Association’s 2026 benchmark report and a 2021 EDM Council DCAM overview; descriptions are ours, not DCAM text.

Some DCAM-aligned self-assessments, including the DCAM-aligned questions in Data Maturity Pro, still use the eight v2 components, the public structure from 2020 to 2025. That is fine for a first baseline if the report says which version it reflects.

What changed in DCAM v3?

The EDM Association built v3 from more than 430 feedback items on v2, with over 50 organizations involved (webinar deck, September 2025). The visible changes:

Architecture now sits in one component (component 3) instead of two.

Business Data Knowledge is a new component (component 4), for glossary, metadata and education work that used to be spread around.

Data management operations were added to component 7, which now also carries an updated view of data risk.

Eight new capabilities and sub-capabilities appear: change and enablement, communications, data education, business glossary, metadata management, the data development life cycle, data provider management and data requirements management.

The framework is slimmer: 34 capabilities and 101 sub-capabilities in v3, against 38 and 136 in v2.2 (Irina Steenbeek’s 2021 comparison of DCAM 2.2 and DMBOK2).

The benchmark report says the core model stays compatible with v2.2 assessments, so a v2 baseline isn’t wasted. A formal assessment against v3 is a different matter: the EDM Association says the people who run one must first be trained and certified in v3. How a DCAM assessment works, and how to run a DCAM-aligned one yourself, is covered in its own post.

How does DCAM score capability?

Each capability gets a score from 1 to 6. The EDM Association judges it on three dimensions: engagement (are the right people, with enough authority, involved), process (how established and repeatable the work is) and evidence (the artifacts an auditor could check). Here is the scale:

Score

DCAM level

What you would see (our description)

1

Not Initiated

No formal capability. Anything that happens is done ad hoc by individuals.

2

Conceptual

The need is recognized and discussed in workshops, but no money or people are committed.

3

Developmental

Work has started: stakeholders are named, there is a plan, drafts exist.

4

Defined

The capability is designed and approved by business, technology and data stakeholders, with responsibilities set.

5

Achieved

It runs as part of normal operations, is enforced, and there is evidence to prove it. This is DCAM’s minimum target.

6

Enhanced

It is part of the culture, reviewed regularly and improved over time.

DCAM’s six-point scale. Level names and the minimum target from the EDM Association; descriptions are ours.

For illustration: a data management strategy that exists as a slide deck, reviewed by the data team but never formally approved by the business, scores 3. The same strategy, signed off by the executive committee with owners for each objective, scores 4. It reaches 5 only when people across the organization follow it and you can point to the evidence, such as funded roadmap items traced back to its objectives.

The EDM Association calls the step from 3 to 4 the hardest, the “capability chasm”: it is the point where every stakeholder group has to approve the design. Its 2026 benchmark bears that out: most organizations sit at Developmental or Defined, and for the strategy component only 30.8% of respondents reported Achieved or Enhanced.

A DCAM 4 is not a “4 out of 5”: the scale has six points, and it rates capabilities, not the whole organization. An average across 34 capabilities hides the gaps an assessment is meant to find. The five-level scale we use is explained in our post on the data maturity model.

How can you run a DCAM-style self-check without the framework?

You can’t run a formal DCAM assessment without EDM Association membership or an authorized partner. You can look for DCAM-style evidence in your own program. The checklist below is ours, one item per v3.1 component, and each is scored only on what you could show someone:

A data management strategy the executive team has formally approved, with owners for its objectives.

Funding that runs past the current financial year, and a named person who decides the roadmap.

A list of critical data elements, each with an authoritative source.

One agreed definition of a contested term such as “active customer”, used by every department.

A named owner and a due date on every open data quality issue.

Data policies with owners, and someone who checks they are followed.

Lineage and tested controls for at least one regulatory or board report.

An inventory of models and key reports, each with an owner.

Score each item 1 to 6 using the table above. Where the honest answer is “we think so”, it is a 3 at best. To turn this into a full exercise with the right people in the room, follow our six steps for a data maturity assessment.

DCAM and DAMA-DMBOK: where does each fit?

They answer different questions. DAMA-DMBOK is a body of knowledge: it describes what good practice looks like in each of the 11 areas on the DAMA Wheel. DCAM says less about the technical areas and more about the program around them. Our comparison of DAMA-DMBOK vs DCAM goes into the choice. One way to combine them is to use the DMBOK to decide what practices you need and DCAM to show executives and auditors that the program delivering them is real.

DCAM is a registered trademark of EDM Council Inc. (EDM Association); DAMA and DAMA-DMBOK are trademarks of DAMA International. Level Up Your Data is not affiliated with or endorsed by either organization, and the descriptions above are our own.

Frequently asked questions

What does DCAM stand for?

DCAM stands for Data Management Capability Assessment Model. It is published by the EDM Association, which was called the EDM Council until 2025.

Is DCAM free to use?

No. The framework is available to EDM Association member firms, which can use it for their own programs. Organizations that aren’t members can engage a DCAM Authorized Partner to run an assessment.

What is new in DCAM v3?

Released in July 2025, v3 merges the two architecture components into one, adds a Business Data Knowledge component and puts data management operations into the control component. It also adds eight new capabilities and sub-capabilities, including business glossary, data education and data requirements management. v3.1 followed with further refinements.

Is DCAM only for banks?

No, although it started in financial services, and financial institutions still score highest in the EDM Association’s benchmark. In the 2026 survey 57% of respondents were from other sectors, including government, technology and academia. Any organization that needs to fund and evidence a data program can use it.

How is DCAM different from DMBOK?

DMBOK describes good practice across 11 knowledge areas. DCAM scores, in eight components on a six-point scale, whether your program can deliver and evidence that practice.

Summary

DCAM measures whether data management runs as a real program, on a six-point scale where 5, Achieved, is the minimum target. If you use a DCAM-aligned assessment, check whether it reflects the v2 or the v3 structure, and start with component 1. The EDM Association’s own benchmark finds that weak strategy holds back progress in the other components.

What the DCAM framework covers,
